Please contact your host and ask them to install and enable the mbstring PHP module.

Also note that I just released a new version 10.0.3 which does not require mbstring to restore the backup, since Joomla considers that an optional dependency. This change in the restoration script will, of course, only apply to new backups taken with 10.0.3. That said, it is a BAD IDEA running Joomla without mbstring enabled. Multibyte strings will have to be processed with far slower PHP code, resulting in poor performance. There's no reason to not enable mbstring on a server; it only has benefits for your site's performance.
