Hi

I am aware of your working hours - it is late friday pm uk time so not expecting reply until next week

  I provide support for the jDownload Component and trying to help a user who upgraded from joomla 3  to joomla 4 but did not take the recommended 'precautions' with jDownloads

He has an Akeeba backup of the Joomla 3 site. I now have a copy.

Is it possible to restore it to an XAMPP site?  Have tried but failed.

You can, but do keep in mind that Joomla! 3.10 only supported PHP up to 8.1, and 3.9 only supported PHP up to 8.0. Earlier versions had lower PHP maximum versions. Further to that, that's only what the core itself supports. Most third party extensions of that vintage only supported up to PHP 7.4 or even up to PHP 7.2.

On top of that, Joomla 3 only supported up to MySQL 8.0, with 5.7 being actually recommended.

You may have to use an older version of XAMPP to meet the upper limit of what that site's software supported in terms of PHP and MySQL versions.
