Kickstart starts but stops with error "Could not upload robots.txt.dist"
Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

The Everyone user is a built-in. Do you mean you added that user to c:\xampp\htdocs? If so, did you remember to do it recursively (apply to all files and subfolders)? I suspect you didn't and you already had a Joomla installation in there the files for which were added by your local user. As a result PHP does not have adequate permissions to overwrite them which is why you are getting this error only after extracting the entire installation folder, i.e. as soon as you try to overwrite an existing file.
Delete all files and folders from inside c:\xampp\htdocs. This should leave that folder completely empty. Now check again that the Everyone built-in user has full privileges on that folder. Then retry the extraction and it will work.

Despite the security settings – everyone has ‘full control’, the issue remains.
By copying the uncompressed site (filezilla) to my local machine – the htdocs folder, kickstart carries on and updates the database. So I have a workaround, despite Microsoft.
If I recall correctly, Windows Home had some issues with permissions. However, I have not used Windows as my main OS since 2010 and I have not used Windows Home since 2009 so what's going on with Windows 10/11 Home I can't possibly tell you.
