This tells me that your server does not serve the Javascript, image and CSS files shipped with ANGIE. As such, the ANGIE application will never work (it requires Javascript).
Please make sure that you are not using a browser extension which may be blocking these elements on the page, such as NoScript, AdBlock Plus or similar.
If you are trying to restore to a temporary URL (in the form of http://1.2.3.4/~something, http://www.yourhost.com/~something or http://something.yourhost.com) be advised that neither ANGIE nor Joomla! itself will be able to perform properly. This has nothing to do with the software itself but the way your web server (Apache) handles temporary URLs. Unfortunately it's the kind of issue that's impossible to work around in code. The only temporary solution I have found is assigning a fake domain name, something like mysite.fake.web, in the Control Panel of the hosting account and then add a
hosts file entry linking the fake domain name to the server's URL.
