Mandatory information about my setup:

Akeeba Backup version which took the backup: Akeeba Backup Professional 3.6.12 (2013-01-04)
Kickstart version used to extract the backup: (unknown)

Description of my issue: Simple

After Restore i got thsi when trying to install Plugins and Mods

JLIB_APPLICATION_ERROR_ACCESS_FORBIDDEN

You are logged in as an Administrator (not Super Administrator) or Manager and you have enabled set "Allow access to Joomla! extensions installer" to "Only Super Administrator" in the Configure WAF page

or

You are logged in as a Super Administrator and you have enabled set "Allow access to Joomla! extensions installer" to "Nobody" in the Configure WAF page

The result in both cases is that you are forbidden from accessing the extensions installer as your logged in user. You will have to relax the setting of "Allow access to Joomla! extensions installer" to regain access to Joomla!'s extensions manager.

Where is the Configure WAF page?

You have to go to Components, Admin Tools, Web Application Firewall, Configure WAF. You will find the configuration option I just mentioned in there, it's about halfway through the page.

Ok i may sound dumb here lol . I looked in my File Manager and cannot find this File!! Or WAF

Oh, wait, my bad. You don't have Admin Tools Professional.

You have a different issue. You have enabled the System Restore Points but you have blocked access to Akeeba Backup. Go to your site's back-end (I mean: log in to the administrator area of your site), click on Extensions, Manage Plugins and find the "System - System Restore Points" plugin. Unpublish it.

Ok since the Restore i cannot uninstall or reinstall Programs here are some Errors i'am getting

You have a wrongly defined temp folder for your site or you need to enable/disable the FTP options in Global Configurations. These aren't actually related to the restoration. The former is something you can define during restoration and the latter has to do with file ownership and permissions.

For more information please consult our generic component installation troubleshooter page. Even thought it says it's for Akeeba Backup, the instructions there are valid for every component installation in Joomla!. Please read the "Checking your temporary directory", "Enable FTP" and "Manual installation" sections of that page (the first few sections do not apply in your case).
