All tickets belong to a user account. It is possible to allow a user to submit a ticket before they create a user account, using their email address. However, this creates a user account with a random password which is emailed to them, and they have to use that for all their replies. With that in mind:
1) Yes. The creation of a user account is transparent to these users.
2) See explanation at the top of the reply. They can create a ticket without a user account, they cannot reply to it without one. Otherwise anyone could reply to everybody's tickets which would be very confusing.
3.1) That's very vague. Listing tickets by category does that, it shows the status of the ticket next to each ticket. You can also filter them by status.
3.2) The drop-down used to assign a ticket shows you the available users which can be assigned the ticket.
3.3) This is an admin function. You can only do that in the backend.
