What does the error in the mail "bwrap: Failed to make / slave: Permission denied" mean?

This is something that comes from your Operating System's kernel. It does not come from our software, or anything our software does.
bwrap is used to create sandboxed environments. It would appear that your host is using it to run whatever you are trying to run, but the server is misconfigured and does not allow it to create a sandbox.

sorry to bother you again with this problem but where one step further.
The error is now: "bwrap: Failed to mount tmpfs: Permission denied"
Not much different from the first one but maybe you have a suggestion?
Or can I use Panopticon although this mistake is there?

It is the same problem, coming from your host's Operating System.
I cannot tell you if Panopticon will work under these conditions. While Panopticon itself does not use the system's temporary filesystem it is possible that PHP itself is configured to use it, e.g. to store use sessions, process uploaded files, etc.
