Well... we have Akeeba Backup which does exactly that and more.
Instead of creating a clone in a subdirectory (which causes problems with the cascading of .htaccess files) you can restore the backup to a subdomain whose root is above and next to your regular site's root.
You can also choose to either use the same database (NOT recommended!) or create a new one in your hosting control panel for the cloned site.
You can of course choose to exclude extra baggage you don't want to be included in the clone.
You may also select to make changes in the site name, disable email sending and so on to make sure your cloned site doesn't interfere with your main site's operations.
All of that is possible with Akeeba Backup Core, the free of charge version. Creating clones of sites is a main design goal of Akeeba Backup — in fact, it was the design goal when I created JoomlaPack 15 years ago.
I don't see the reason to reinvent a perfectly round wheel only to make it square 😀
