The unjpa.php and eXtract programs would go on your local machine. Yes, eXtract has been updated, the 2009 version no longer has the extract problem. Kickstart is a special purpose program used during restore. You would upload your backup archive and kickstart.php and then call kickstart from your browser. It would extract the archive on the host site and give you a link to the install script. So the answer on that one is "neither." :D
Probably the easiest choice for extracting an archive locally would be eXtract. That is a native Windows tool, but it will run under Linux with Wine. (If you don't run Linux, you can just ignore that last sentence.) The unjpa.php program would require php to be installed on your local machine. While not impossible, that makes eXtract look really good. :D
Restoring the backup just to test it is for the truly paranoid. It is a nice luxury to have the test system to try out different components to see if you really like them, etc. Doing the same thing on your live server in a "parallel" installation will work, but it has some dangers too. The chances of working on the wrong system are greatly increased. It may sound really dumb, but it is easy to do - I know!
