Dear Support Team!
I created custom fields for my ticket form. They have "Public" access and are displayed in the form but are disabled for all user except Super Users.
Could you please tell me how to make them active?
Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

The Access was (much less confusingly) called View Access Level in older versions of Joomla. It only controls who can see the fields, not who can edit them.
Each Field you create has a Permissions tab. Each user group you want to be able to enter information in this field needs to have the "Edit Custom Field Value" permission set to Allowed.
