#40730 Editor not showing for registered users

Hi,

Following on from my previous ticket where JCE was throwing an error... I can now see an editor when logged in as Super Admin but not when logged in as Registered.  

 

A. I've tried other editors (Tiny MCE, etc.), and I've been through every user permission and component setting I can, but nothing stands out to me as unusual.

B. However, NO editor shows up when the Registered user goes to describe the issue, but it will show up if I log in as Super Admin.

C. When logged in as Super Admin - I do see the "Toggle Editor" button, but I do not when logged in as Registered.

This is 100% editor configuration. Here's how you can set up JCE and TinyMCE for Registered and Guest users: Setting up your HTML editor · akeeba/engage Wiki (github.com). I have written this for another product (Akeeba Engage) but it works across ANY component, by ANY developer, since the configuration is site-wide, per-editor; it has nothing to do with the component using the editor which always calls the same core Joomla code which pretty much boils down to "show me an editor with the form field name X and the initial content Y".
