No, these fields do not have a description
attribute in the form's XML file and Joomla does not allow you to override the XML form files.
However, these fields are self-explanatory. Everyone understands what title and body is. Priority is likewise self-explanatory, especially with the context afforded by the drop-down.
If you want to give instructions to your users you can of course edit the ATS category, Ticket Options, and set the Default new post text. This is what we do in the Akeeba Backup for Joomla category, for example, to communicate that we'd like the user to upload the backup log file. The vast majority of people actually do read this text. There's a 3% which neither reads it, nor overwrites that text. You will always have these people. It's a fact of life.
Also note that you can publish a custom HTML module at the top of the new ticket page as explained in https://www.akeeba.com/documentation/ats-for-joomla/component-custom-module-positions.html. The custom module position is ats-newticket-top
