Do you have any idea why i am getting a 403 error when i am trying to update it?
Dld is there and is active.

Joomla! has cached the old update URL, without the Download ID. The easy fix is to wait a day. If you're in a hurry you can go to Extensions, Update and click on Purge to force Joomla! to forget update URLs, then check for updates again. Usually that works. In some cases Joomla will stubbornly refuse to clear its cache.
