 I think I have worked this out by ref to #23347 - Reply by email category visible to users.
We have this "Not yet Categorised" Category to receive tickets created by email from users. However, for reasons you give in other ticket, this Category must be visible to user or create by email won't work.
But this allows user to create ticket in front end in the "Not yet Categorised" Category. I was trying to set "View" but not Create for users in the front end. But that would mean they can't create by email either.
So I think there is no way to allow users to create by email in this category but not in the front end - it's both or neither.
Have I understood correctly? Thanks, Mike

Exactly.

As I said, it is how Joomla! ACL is supposed to work. A user must not be able to create content in a category they are not allowed to access. It would make more sense to you if Joomla! had a View privilege alongside Create, Edit etc instead of using this counter-intuitive "View Access Level" setup.
