 How do we perform email validation on a Public Ticket entry, i.e. user is not logged in? I've added an email Text field for the public category, but don't see a way to validate it.

ATS is not designed to take tickets from guest (not logged in) users. It is designed to take tickets filed by logged in users. In this case the email address is already validated and stored in the user's Joomla! profile. If you are taking tickets from guest users be advised that there is no way to know who you are replying to. A guest user is by definition anonymous.

It seems you are looking for a contact form component, not a ticket system?
