Mandatory information about my setup:
Joomla! version: 1.73
PHP version: (unknown)
MySQL version: (unknown)
Host: from 1and1.com to media temple.net
Akeeba Backup version: Akeeba Backup Professional 3.3.10 (2011-12-04)

The wizard goes through the whole checklist and lands me on a screen that says it will redirect me to the new site in 5 - 30 seconds. (I migrated another site before and tho is where I should go into the Akeeba installation screens)

It never goes off that screen but it downloads an index.php file onto my local computer.

When I look through ftp - all the files are there on the new host.

How do I move forward?

Hi John,

Technically, STW has finished and now hands over execution to the remote site, telling your browser to visit http://www.example.com/installation/index.php, where www.example.com is the new site's domain name. At this point, something on the remote site goes funky and it serves the index.php as a text file instead of executing it.

My first action would be to connect to the remote site by FTP and remove the .htaccess file from the site's root, then hit the reload button on the browser. This should do the trick. If not, please contact the host of the new site and tell them that you can not run PHP files on it. Most likely they can do a small modification on their vhost setup and solve your issue.

Removing the .htaccess file did the trick perfectly. All is well.
