The easiest -and fastest- way to deploy a site locally is using eXtract Wizard. You can try using Akeeba eXtract Wizard 3.1, the newer version of the software which is much more stable and faster than its predecessor (version 3.0.4 is using a third party framework called Titanium which seems to be throwing a lot of errors when installing and running on recent Windows versions). eXtract 3.1 will install properly and will run without any further problems on Windows XP, Vista or 7.
Regarding the database, you will need to create a new database, using phpMyAdmin, before restoring the backup archive. Remember to set the new database connection settings in the second step (Database restoration) of the restoration procedure. If you leave the default settings, they will not work as they are the settings "remembered" from the site you backed up from.
