The development version, unlike 3.1.b2, doesn't use ALTER TABLE when you do a clean installation. Anyway, I find the host's policy of not giving ALTER TABLE permissions to be absolutely stupid. For starters, they allow you to create and drop (irrevocably delete!) tables, but not modify them? Huh?! Anyway, the only workaround is the clean installation, which is far from what I'd call "perfect" but I can't do much about it :(
