I'm making a new locate (testing version), and I want to use the new backup installer as referenced in the 3.0.a5 version of the manual.

I don't see anything in the downloads for this. If it is actually the old 2.4.1 installer, then the description should be changed to say so. Otherwise, I think that you should put this item into the download menu, EVEN if you have to say it's not available, since it's already being mentioned in the documentation.

The installer is actually part of Akeeba/JoomlaPack and is embedded in your backup archive when you do a backup . That is what is in the /installation folder.

Kickstart isn't really an installer, it is a glorified extractor. It just extracts the files, then hands off to the installer script to do the heavy lifting. Then you return to kickstart for the cleanup step. Kickstart 2.4.1 has been renamed Akeeba Kickstart, but there aren't any feature changes in that version.
