Ahem... You are looking at the source of *cough* this forum page *cough*, not your site's back-end backup page. Please, close all of your browser windows. Open a new browser window, go to your site's back-end, click on Extensions, Akeeba Backup. Now, view the page source. The Javascript loads from Google's AJAX API content delivery network. Will Google go ever off-line? If Mayans were right, we'll all go off-line permanently in 2012, otherwise I'm willing to take my chances with Google for many years to come :)
Now, why can't you load the JS from your own site? It's not sufficient to have the folder and file with 0755 permissions. You also have to make sure that your .htaccess file doesn't disallow loading stuff from the media directory. The easy way of finding out if this is the case is to enter the JS URL in your browser. If it throws a 403 or 404 error message, take a look at your .htaccess files.
