I am trying to extract a file from a jpa archive. I was recommended akeeba-extract-wizard but I don't see it on your site. How to do it?

That software was discontinued about a decade ago. What we have been recommending the past 15 years is to have a local installation of a web server (e.g. MAMP, XAMPP, WAMPserver) where you will run Kickstart. Just DON'T press the Run The Installer button at the end. Remember, Kickstart only extracts the backup archive. That's its one and only job.

I found people talking about it in 2022 on the French joomla forum.
I think it's a shame because it's a complete environment. I wonder if I'll be able to make zp backups as there are plenty of tools to extract a file quickly?

eXtract Wizard was written on .NET, namely a version of which that's not been supported since 2018. I don't think you can even download it anymore. These folks must've been using very old operating systems which have not had any updates in years. That would be extremely inadvisable.
As for ZIP files, sure you can, just note that they are more likely to fail on restrictive hosts since they require computing a hash for every file that goes into them. For very large files this could be an issue, which is why no hash is computed. This will make those files appear as corrupt even if they are not. Make sure to read the documentation at least three times and internalise the caveats of using ZIP files.
