The Site Transfer Wizard simply copies the backup archive over to the new location, along with Kickstart. Then, it shows you a link which lets you run Kickstart to extract the backup archive. Kickstart then shows you a link to "Run the Installer" which runs the Akeeba Backup restoration script that is now extracted. The restoration script's second page lets you provide the database connection information which can, of course, be different to what is pre-filled.
This is in no way different to you copying the backup archive over to the new location, and uploading Kickstart. The Site Transfer Wizard is not necessary to transfer a site; it's just there as a usually simpler way to move the backup archive between servers. The whole "magic" in Akeeba Backup being able to restore your site on any location (not just where the backup was taken from) comes from how the backup engine creates the backup archive, and how the restoration script (which is included in the backup archive itself) works.
