When using Akeeba backup 9.7.1, I can upload and download files from S3 fine. However, after updating to 9.8.1, uploading works, but downloading doesn't. I get a signature doesn't match request error from S3.
Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

The problem actually has to do with DualStack URLs in Amazon S3. Disable support for DualStack URLs in the options of the Upload to Amazon S3 post-processing engine and it will work again just fine.
We will add a workaround for this change in how Amazon S3 behaves, but it's not urgent at this point in time as there is a workaround.
