It's under the Actions drop-down button.
In Joomla! 3 we were using the old style (Joomla 3.2 and earlier) of toolbars where each button was displayed separately in the toolbar.
In Joomla! 4 and later we are using the new style of toolbars, where buttons are grouped under drop-down buttons.
This was done for two reasons.
It provides visual and UX consistency with the rest of Joomla's backend. This is important for new users.
In the past, the multitude of buttons caused the toolbar to overflow and appear in two rows (which become sticky at the top of the page). On some screen sizes, e.g. phones and small tablets in landscape mode, it made the visible content area a really narrow, virtually unusable strip. Having the toolbar back to a single row alleviates this problem.
