Let me start with a side note: all common image file types are allowed as uploads as long as their file extension is lowercase (.png, .jpg, .gif,… but NOT .PNG, .JPG, .GIF,…). The latter cause various problems across different browsers and also trip up Joomla's file upload protection. I suspect that your files have an uppercase extension as seen in the Google Drive sharing URL you pasted above.
Seeing your screenshot I can tell you that you definitely have a JavaScript issue which would affect equally the Core and the Pro version. Everything that's missing is rendered by JavaScript, as has been the case since 2009. That code is common between Core and Pro. The only thing that changes is that the Core version hides some of the fields which are not relevant for it, i.e. the fields controlling features the PHP code for which is not shipped with the Core version. If you've already installed twice and cleared the browser's cache there are only a few things left to check:
- For some reason, e.g. file permissions, Joomla failed to copy all the necessary files.
- There could be an external cache in front of your site, e.g. CloudFlare, which still serves the old files.
- There's a third party plugin which is breaking JavaScript.
Since these are the more technical issues you cannot check yourself I will need to have access to your site.
I have made this ticket private so that only you and me can see the information posted here.

Please make sure that you have tested the Super Administrator connection using a different browser or machine than the one you are using daily. Double check that logging in is possible and that the user has Super User privileges, i.e. it's not a regular Administrator. Make sure that your site does not block whole countries or IP ranges which would make it impossible for me to log in / connect by FTP. Finally, please do make sure that the FTP connection works and that logging in to it I have access to your site's files.
Kindly note that your site connection information and your site content is handled in strict confidence. Not only we are a reputable development company, we are also bound by law (EU GDPR) to do so.
