Hi Nick, 

Dont have a log file this happens after I restore from Akeeba panel or install on a new server

Will not load Akeeba or front page it asks to download index.php
When I go to Akeeba on backend it does same thing so I cant get to logs or backup or restore.

I renamed the .htaccess file to htaccess23.txt this allowed the frontend and backend to show however I have to include index.php in each and every path in the browser address bar.
I assume and recall Akeeba has a .htaccess file so thats why it wont load in Joomla cms 

I can give you access to the dev site I am trying this on it is a temporary domain on Siteground

Hello,

please get in touch with your host: your site is missing the configuration to execute PHP files, instead of handling them as text files (and downloading them).

Most likely you'll have to add an handler in your .htaccess file, but you have to get in touch with your host to get the correct syntax, since it depends by server configuration.

Thanks for reply Davide
I made the changes at host by turning off nginx direct delivery in caching
I added the addhandler to .htacess

  • turned off nginx
  • commented out add handler in htaccessoff.txt and added correct addhandler for ultrafast
  • renamed to .htaccess
  • in joomla config turned on rewrite 
  • frontend urls work now without index.php
  • cleared cache 
    All frontend now works and all components in Joomla backend work except Akeeba which tries to download index.php
    I reinstalled Akeeba and same issue occurs
    I cant get to Akeeba in backend

Please make sure that you have tested the Super Administrator connection using a different browser or machine than the one you are using daily. Double check that logging in is possible and that the user has Super User privileges, i.e. it's not a regular Administrator. Make sure that your site does not block whole countries or IP ranges which would make it impossible for me to log in / connect by FTP. Finally, please do make sure that the FTP connection works and that logging in to it I have access to your site's files.

Thanks Davide, my chrome browser is only one it doesnt work in .
it is holding cahe in backend and frontend urls after the ? like this one for my login

That was my initial problem, nothing will redirect properly .
The default Joomla redirect which is to return you to the page you came from doesnt work
You hit the renew button at top and then login it should return you to renew page but it doesnt it returns you to home page.
So no members side login returns you to original page.

This return works incognito and other browsers so It must be this retaining of urls in the Chrome browser cache .
I just dont know how to clear it or fix this for chrome.
I suspect my members will run into this issue on chrome too?

This is update I cleared browser cache all of it for chrome
It still shows dynamic url after ? however this time the redirect worked

As I said I fear this will return for the members and myself after a period of time as chrome cache  builds

My dev site on siteground works on redirects  https://www.derekk23.sg-host.com/administrator however I tried this on my live site https://www.piperflyer.com/and it fails even after clearing all chrome cache and in incognito and firefox and edge.
I matched the .htaccess file from the dev site  Sg23 site to live piperflyer.com still no change

I assume the dynamic url after visiting a members page in Joomla is correct that is what allows it to return to original page. 
So I am not sure what is stopping it on my live site piperflyer.com right now and in all browsers

Piperflyer has exact same sign in as https://www.derekk23.sg-host.com/administrator

This sounds like a server configuration issue. You should get in touch with your host and report the issue, most likely there's some kind of cache/CDN that is too aggressive and is not correctly configured.
