Into CPANEL ERROR log file I found:

Is there somethind I have to do at server site - from CPANEL ? WHAT ?
Please note that the command line backup does not go through the web server. What you see in your web server's error log is irrelevant and expected. This is just Akeeba Backup checking that your backup output directory is not accessible over the web. The error recorded is expected and means that the directory is indeed not accessible over the web, as it should be.
Your problem with your CRON job is a hosting issue. Please show the error message to your host. Their CRON daemon cannot set the user ID in the forked process, therefore it cannot start executing it. This happens before PHP runs, long before our code would even load let alone run.
