Description of my issue:

I am still trying to figure my way around the new Joomla 4.x, and have not been able to find where I enter the download ID for Akeeba.  I am using the IP address while developing the site, before redirecting the domain name to the dev site, so I don't know what all problems are caused by this.

Never mind.  If I just read a little bit better, i.e. reading comprehension is lacking, I could work a little faster.  Sorry.
