This issue seems to spring from a third party extension messing up Joomla's core APIs for inserting CSS to the page. The necessary steps to work around this issue are described
in our news article on the matter.
In short, you will be removing the folder of the plugin which tries to make use of the (now broken) Joomla! core API and install an update to Akeeba Backup which has a workaround for this issue.
