Hello Mike,

can you please explain what you need?
You want to allow your Administrators to run backups, not only Super Users? If so, you'll have to update the permissions inside Akeeba Backup options and grant the Administrator group the Backup permission.

In order to create backups automatically, you have to setup your server. This is not linked to any Joomla user.
I'd suggest you to take a look at the documentation about automated backups.

No, I want super admin to be able to configure automated backups using the component .

Can you please elaborate? If a backup is automated, it means that it starts and executes without any user interaction, for example every 6 hours or every night at 2:00.

There are three different ways you can do that, please check the documentation and pick the one that's best for you.
Usually you'll have to create a CRON job inside your host, so the backup will be triggered at specific timing.
