Description of my issue: ALICE says everything is successful, but the file did not transfer to AWS. Log is attached.

You have a 1.2 Gb backup archive that you are trying to upload to S3 in a single step. That isn't going to work, there is not enough time to do the upload before you get a PHP timeout.

Step 1 is to enable multi-part uploads (uncheck the option) in the S3 configuration.

If that does not work, Step 2 is to set a smaller part size under Archiver engine in the configuration settings. Start with 100 Mb and if that works we can try larger part sizes until we find how large a file your system will handle.
