If you are restoring on Windows and you have folders which contain non-ANSI characters (accented letters, letters with diacritics or letters from a different script such as Greek, Cyrillic, Hebrew, Arab, etc) you may end up with broken filenames like that. This is a bug / missing feature in PHP for Windows that was confirmed about a decade ago and comes down to how Windows handles filenames and PHP not being internally Unicode. The only possible workarounds require changing the operating system's legacy code page and having the PHP script know which is the corresponding ISO language for the legacy code page. But even that partial solution –which is impractical for obvious reasons– only works for filenames using that specific character set. Therefore we can't do anything about it.

The only way to extract these files on Windows is using Akeeba eXtract Wizard 3.5. Please note that earlier versions of Akeeba eXtract Wizard will also NOT work for the same reason.

Needless to say, if you use a decent Operating System like Linux, Mac OS X, *BSD –generally anything except Windows– you do NOT have such a problem. These operating systems are fully Unicode under the hood and don't use Windows nonsensical, split system for handling filenames...
