Description of my issue:
When I try to run a cron job, I get an error that I need to upgrade the php version to something 5.4 or higher. The site is running php5.6.22.

What next?

The CLI version of PHP is completely separate from the web version. You are probably calling a specific version of PHP in the command line of your CRON job. You need to ask Siteground how to call a modern version of PHP. It would look something like
/usr/bin/php56
but it varies by host, so I can't give you the exact command.
