I was wondering if there is a way to create a setup file for kickstart that includes my S3 Access Key and Secret Key so that when I load Kickstart it is already populated with these two items so if I want to retrieve an archive from S3, I don't need to manually copy/paste my credentials each time.

I do see in the archive two files called petr1708.kickstart.ini and latin.kickstart.ini but these seem to standard translation files...perhaps with some modifications on how certain fields labels are translated. I may be mistaken.

Please advise if there is any way to do this, and if so, provide guidance.

You cannot do that and you should really not do that. Your Access and Secret Key are the keys to the kingdom. You REALLY don't want them prepopulated on a script that can be accidentally left behind on a server. Even though it's theoretically possible to edit Kickstart itself to do that I am not going to tell you how. When you are asking me how to best shoot your feet, my advice is "don't".
