Description of my issue:

When using MAMP to launch kickstart and run a local version for a site at:
http://localhost/gca2016/kickstart.php

instead of launching kickstart, it downloads the file.

I read ticket #16334

You advised: " This is a bad server configuration. Please contact your host. "

Since this is MAMP there is no host to contact.

Any advice you have is appreciated.

Hello Allen,

indeed, this is a bad server configuration.
Since MAMP is usually ready to work without any further setup required, you should double check if you have any .htaccess file in your site and remove (or rename) it.
I suspect it adds a wrong handler for PHP files, leading to the reported error.
Anyway, we can only offer limited support to local installation and server configuration in general, so if you have more questions you should seek support inside MAMP forums.
