I'm could not find the Access Key and the Secret Key in the google cloud API console reading the Akeeba documentation. It seems Google changed some stuff and the Akeeba Backup documentation is somewhat outdated.

Here's what you should do:
Go to the Google developers Console.
After creating the bucket, in the left menu go to Storage > Cloud Storage > Settings.
Then go to the tab/option Interoperability.
There you can go and enable interoperability and create the keys you need.
