I noticed that when I try to update joomla with automatic updating the System Restore Points not backing up joomla, while working for the language pack.

Perhaps the only work by installing joomla update the file manually?

System Restore Points will ONLY backup an extension when it's being updated. They will NOT take a full backup of your site. You can use the Backup on update plugin (shipped with Akeeba Backup) or Akeeba CMS Update to take automatic full site backups before updating Joomla!.

System Restore Points seem to have never done anything useful for most of our clients, will be deprecated in Akeeba Backup 4.1 and removed in 4.2.

which is recommended between Akeeba Backup update plugins and akeeba CMS?

As far as backups before updating your site goes both work just fine. I'd say that enabling the Backup on update plugin and using the Joomla! Update component which comes with Joomla! itself to update Joomla! on your site is just fine.
