The old versions of Kickstart (pre-4.0) which were compatible with older versions of PHP have been pulled down as they contain a security vulnerability which was fixed in 4.0. Unfortunately we can't provide a fix for the old versions as we can no longer reliably test them.
When Kickstart is not available for your server you can still restore your site. First use Akeeba eXtract Wizard to extract the JPA/JPS/ZIP backup archive locally. Then you can upload the extracted files to your host. After the upload is complete, point your browser to http://www.example.com/installation/index.php where http://www.example.com is the URL to your site.
Remember, Kickstart is an archive extraction tool. Kickstart IS NOT a site restoration tool. The site restoration script is included inside the backup archive itself in the installation directory. That's why we've always been saying that Kickstart is an optional tool.
