Description of my issue: I do want to make a Joomla update WITHOUT an Akeeba backup. I disabled the plugin: 'System - Restore Point' (like described), delete cache and purged, but nothing.

Akeeba always mess me up with a forced backup. Why? What can I do? And by the way: same issue during every installation: the temporarily switch to standard Joomla installer has no effect. Everytime Akeeba forces an restore point first.

If you disable (unpublish) the plugin our code cannot execute since Joomla! doesn't load it. If you insist that our code still executes DESPITE the plugin being unpublished the only thing that stands to reason is that your host has a code cache. Please ask your host to disable or clear the code cache. This is outside our and your control.

Please note that code caching is entirely different than Joomla!'s cache and your browser cache. This is something that runs on the server and it's usually transparent to the user (you).

This was fixed in 3.11.2. Of course this means that until you upgrade to 3.11.2 the system restore points can only be disabled by upublishing the plugin, with the reservation about code caching expressed above.
