Read other tickets related to a 403 after updating but none appeared to be relevant to mine.
After update a 403 was generated. Re-installed again with same results.
Please advise.

Are you getting a 403 error or a 400 error? The 400 is expected for this particular update and is equivalent to the white page that many users have reported.

Apparently, it may have been a cache problem as I just was able to access the page without any problems and having done nothing special.
