Description of my issue:

My original problem was that the cron backup on the SiteGround server gets killed due to a too high load. This I worked around by following the advice in the documentation for using the curl command and perform a frontend backup.

This lead me to the Options screen where I can setup a custom email message. One of the placeholders that can be used is [FILELIST]. However in the received email, the [FILELIST] placeholder remains empty, as in it is not replaced by anything. The backup itself however is successful.

A possible bug?

Are you automatically transferring the backup to off-site storage (e.g. Dropbox, Amazon S3) while at the same time removing the backup files from the server? That would perfectly explain what you are seeing. The file list tag shows the list of files which remain on your server. After transferring and deleting the backup party files there are exactly zero files left on your server from this backup job, hence the empty list.

Backup files are automatically transferred to an external FTP server.

I understand your explanation, I read the manual as it being the list of files produced by the backup regardless of where they reside.
