Joomla! version: Joomla! 2.5.14 Stable [ Ember ] 01-August-2013 14:00 GMT
PHP version: 5.4.7
MySQL version: 5.5.27
Host: Hostmonster
Akeeba Backup version: Akeeba Backup Professional 3.8.2 (2013-09-30)

EXTREMELY IMPORTANT: Please attach a ZIP file containing your Akeeba Backup log file in order for us to help you with any backup or restoration issue. If the file is over 2Mb, please upload it on your server and post a link to it.

I don't know where the above is.

Description of my issue:
Using Kickstart to transfer a local site to a live site is not working. The error is: Akeeba Next Generation Installer For Joomla! requires PHP 5.3 or later,

I got them to upgrade from a really old php version to php 5.4.0. PHPInfo shows that information.

It runs kickstart.php but on choosing the backup file it gets that error. All of the files seem to be exported, it just doesn't seem to do the database part. I can import that manually to be fair.

Any ideas?

The installer thinks you are still using the old php version. You can try clearing your browser cache. Sometimes your host will run cPanel under a different php version than you are running on your site, so cPanel lies to you about the version.

You can manually import your database and manually update your configuration.php file, but that takes some of the fun out of it.
