Description of my issue:

cronjob gives:
No entry for terminal type "dumb";
using dumb terminal settings.

no further log file created
i did change dbhost from 'localhost' to 127.0.0.1 as i read in ticket 17344

what else could it be?

Please contact your host and let them know that their PHP CLI binary (PHP 5.3.3 cli) does not have the mysqli extension built-in and doesn't load it through its php.ini. Only your host can help you with that; it's a server configuration issue.

Is there somewhere specified what the requirements for host configuration are, so next time i can solve it with my (next) host without bothering you?

You won't find the requirement for mysqli anywhere in our documentation, for a good reason. Joomla! itself requires either the (old, obsolete, slow) mysql or the (new, preferred, faster) mysqli extensions to connect to your database. Normally these extensions are available system-wide, in both CLI (used for CRON jobs) and CGI/FactCGI/Apache module (used for service web pages) PHP binaries.
