This issue is unrelated to Akeeba Backup. The site is either restored or not. There is no intermediate situation.

It's been a very long time since I last used VM, but I can think of some generic pointers:

  • Did you restore on top of an old site? In this case do note that the old files are not deleted. If the versions of Joomla! and/or VirtueMart between the two sites were different you have to remove all files and redo the restoration.
  • Make sure that the version of VirtueMart is the one you expect to have that feature (AFAIK this feature is a custom mod in VM 1.x – make sure the mod is enabled). If you have upgraded VM make sure you have reapplied the mod which gives the thumbnail feature.
  • Check your options. Maybe someone "accidentally" disabled it.
  • If you are using Admin Tools Professional on that site, try the .htaccess troubleshooting steps: https://www.akeebabackup.com/documentation/troubleshooter/athtaccessexceptions.html

Apart from that generic advice I'm not sure where else you should look. As I said, it's been a very long time since I last used VM in a production site.
