Mandatory information about my setup:

Joomla! version: 2.5.7
PHP version: 5.3
MySQL version: (unknown)
Host: (optional, but it helps us help you)
Akeeba Backup version: 3.2.7 pro

Description of my issue: I know how to fix the problem, I was just wondering why it occurs...

During some uploads (I usually use FireFox) I get errors like:

Warning: session_start() [function.session-start]: open(/tmp/sess_1a4005e3bd64aa416003495670a94d10, O_RDWR) failed: Permission denied (13) in /home/<site_name>/public_html/installation/includes/storage.php on line 221

If I switch to a different browser, or close the current one and restart, the upload performs flawlessly. SO I know how to fix it, but I'm just curious as to the cause. Is it a cache thing?

These are PHP session issues which have to do with the way your host has set up their server. Please ask your host for support.

Unrelated site note: I hope that you are not actually using Akeeba Backup 3.2.7 on Joomla! 2.5.7 as you are saying above. It will not work and is, of course, not supported. Please upgrade to Akeeba Backup 3.6.5.

Oh yeah, DOH! I am using both versions right now as I still have some 1.5.26 sites. Yes this one is using 3.6.5!!
