Description of my issue: Can you explain the meaning of the second part (after the date) of backup file name? It is the server time?

Yes, the second part is the server's timestamp in the format HHMMSS (two digits for the hour, followed by two digits for the minutes, followed by two digits for the seconds). In fact, you can change the backup file name to your liking. Please consult the documentation of the Configuration page of Akeeba Backup and the Archive Name Template option.
