It depends on what you mean.

if you mean manually logging into your site's back-end, go to Administer Backup Files and click on the download links on the right hand column, yes, it is possible. However it is not advisable as it may corrupt the download.

If you mean not being logged in and download the files over HTTP, it is only possible if you use our JSON remoting API, e.g. by means of our Remote CLI command-line script. Again, I consider this method very risky as it is very likely that your server will corrupt or truncate the download. The safest method has always been and will always be using FTP.
