You have to read our installation troubleshooter page, under the "Joomla! 1.6/1.7/2.5 installation problems" header.

FYI: This is a well-known Joomla! bug that's been there since Joomla! 1.6-BETA12. I had proposed a patch and it was rejected. The maintainer of JInstaller who promised a proper fix has essentially vanished from the face of the planet ever since. Good news, though! Last weekend I was at the J and Beyond conference and talked to the Bug Squad coordinator. I will repost my patch and it will be accepted in a future version of Joomla! (most likely 2.5.6). This means that you will not have to go through the database editing in the future when that happens.
