Description of my issue:
Just finished installing and configuring Backup Pro 3.4.1. I've been using quota management for awhile now. I have the quota management set at 1,024 MB, yet the file does not split at that point and continues to write until it hits the maximum size of 2.1Gb and then fails. This feature is critical to backing my website up. I would appreciate it if you could investigate and resolve.

You are using the wrong feature. Quotas define the maximum disk space all completed backups will occupy, i.e. it deletes old backup archives to stay below that threshold. The option you're looking for is called "Part size for split archives". Go to configuration, find the archive engine, click the "Configure..." button next to it. A new pane opens below. There you are :)
