I installed the version 3.3.12, but some plugins that says it was installed Plugins do not appear on Administer>> System, as the image attached.

You're right. The original package was broken. Please re-download and re-install it and the problem will be fixed.

Hello, version 3.3.13, the final installation screen were removed variables by simple text?

Example: COM_AKEEBA_PIHEADER =
COM_AKEEBA_PIWELCOME =
COM_AKEEBA_PITEXT1B =
COM_AKEEBA_PITEXT2B =

This is a known issue. The thing is that I removed the language files from the main distribution but did not change the installation page's text not to use language strings. This will be fixed in the next release (it's already fixed in the SVN, actually).
